Kenneth Moore

Founder & Principal

Kenneth Moore is the Founder and Principal of Moore Communications Group, a San Diego–based public affairs firm that helps clients navigate complex political, communications, and community relations opportunities and challenges.

With nearly 15 years of experience, Kenneth has led public affairs, public relations, and government affairs campaigns across the land use, renewable energy, infrastructure, nonprofit, tourism, housing, and water sectors in San Diego County and throughout Southern California. He is trusted by clients to deliver expert advice and implement tailored strategies when favorable public opinion, policy, and engagement are critical to success.

Kenneth is widely respected for building broad-based coalitions, securing successful outcomes with local municipalities and voters, and developing high impact media relations programs. His work has earned 40 awards and recognitions, including two prestigious PRSA Silver Anvil Awards and three “40 Under 40” honors from the San Diego Business Journal and SD Metro Magazine.

A lifelong San Diegan, Kenneth is proud to support his community by currently serving on the Board of Directors for the Downtown San Diego Partnership Foundation and LEAD San Diego. He is also the former Vice Chair of the Downtown Community Planning Council, Board Chair of I Love a Clean San Diego, and Chair of the Public Policy Committee for the Downtown San Diego Partnership. Kenneth holds a B.A. in Managerial and Organizational Communication with a minor in Public Relations from Point Loma Nazarene University.

Josh Callery-Coyne

Strategic Partner

Josh Callery-Coyne is a public affairs and nonprofit executive with more than a decade of experience at the intersection of government, community engagement, philanthropy, and public policy. As Strategic Partner to Moore Communications Group, Josh supports client work in local and state public policy, government affairs, crisis management, stakeholder engagement, and coalition building. From city halls and state houses to nonprofit boardrooms and on the campaign trail, Josh works with community organizations, business leaders, and elected officials to build coalitions and advance inclusive public policy and strategic objectives.

Over his career, Josh served as Vice President and Chief of Staff at the Downtown San Diego Partnership, where he oversaw multi-million-dollar programs, led philanthropic strategy, and managed partnerships supporting housing, homelessness response, workforce development, and neighborhood improvement initiatives. Josh also spent several years working as the Policy Director and a Community Representative for a San Diego City Councilmember, leading major initiatives on land-use, homelessness, tourism, and LGBTQ+ issues, among others.

Josh earned a bachelor’s degree in political science from Niagara University and a master’s degree in Higher Education Administration from Canisius College. He has earned more than a dozen industry awards including a 2026 San Diego Business Journal LGBTQ Leader of Influence, 2020 One-to-Watch Award by the San Diego Regional Chamber of Commerce, and the 2017 Community Service Award from San Diego Pride’s Spirit of Stonewall.

Chase Willingham

Account Coordinator

Chase Willingham is a communications professional at Moore Communications Group, where he applies a background in project coordination and current academic studies to deliver media relations, community engagement, and public affairs work on behalf of MCG’s diverse client roster.

Currently, Chase is an Honors Scholar communication studies student and an award-winning member of the Intercollegiate Forensics (speech and debate) team at San Diego Mesa College. As part of the Intercollegiate Forensics team, he is successfully honing the audience analysis, message framing, and research synthesis skills that sit at the core of effective public relations. In early 2026, he secured one of a limited number of spots to compete against North America’s top collegiate debaters at the International Forensic Association Competition in Athens, Greece.

In addition to his academic endeavors, Chase previously served as a Project Coordinator at JMC Global specializing in hospitality construction. In this role, he supported contractor teams with stakeholder communications, budget, and project management for major renovation and development projects at the Gaylord Pacific Resort & Convention Center, Hotel del Coronado, and La Quinta Resort and Club. Prior to that, Chase was a Community Manager for Verizon Wireless’ corporate marketing team in New York City, where he supported C-suite and senior executives with team coordination and strategic deliverables.

A resident of San Diego’s Hillcrest neighborhood, Chase likes to spend his free time in vintage stores finding the next best piece.

San Diego Tourism Authority

In 2024, Kenneth designed and led a comprehensive communications campaign for the San Diego Tourism Authority called the Summer of Economic Power. Aiming to increase positive awareness about the local tourism industry and its benefits, the year-long campaign turned a 100+ page economic impact report into a successful storytelling and corporate communications effort. The campaign generated nearly $11 million of earned media value and secured 13 industry awards, including a prestigious PR Daily Award and PRSA Silver Anvil Award.

Interfaith Community Services

In 2024, amid heightened public tensions around homelessness in Escondido, Kenneth directed a comprehensive public affairs campaign for Interfaith Community Services that rebuilt stakeholder trust, strengthened the organization’s reputation, and advanced its mission. The campaign ultimately helped Interfaith Community Services secure two City of Escondido approvals that protected its core services and expanded critical withdrawal management capacity. This effort generated nearly 400 letters of support, was bolstered by more than a dozen positive media stories that reset the public narrative, and enhanced relationships with elected and community leaders. Today, with MCG, Kenneth continues to support Interfaith Community Services advance its strategic goals across all North County San Diego.

SDSU West – Measure G

In 2018, Kenneth served as a lead communications strategist for the successful, high-profile SDSU West (Measure G) campaign in the City of San Diego. The campaign was a high stakes battle against a competing ballot measure to secure the Mission Valley stadium site for a San Diego State University campus expansion. As part of the campaign team, Kenneth developed messaging, served as a campaign spokesperson, secured strategic endorsements, and spearheaded an all-out media relations program to garner support for the ballot measure. Measure G secured one of the broadest, bipartisan coalitions in San Diego history and was successful at the ballot box with 54% of San Diegans voting yes. The campaign earned several prestigious awards, including Ballot Measure of the Year by the American Association of Political Consultants.

In 2016, Kenneth led a public affairs campaign to launch the Net Zero Plus initiative in Los Angeles for the Los Angeles National Electrical Contractors Association and IBEW Local # 11. The initiative educated stakeholders about how the two organizations were preparing their electrical workforce in advanced energy technologies ahead of new legislative mandates about building energy usage. The campaign included the launch of the Net Zero Plus Electrical Training Institute, a new demonstration and training center and the largest net zero energy retrofit in the country at the time. Kenneth also supported scripting of the national PBS documentary Building Below Zero, which showcased the entire initiative. The campaign generated extensive positive media coverage, strong public official support, and a successful opening ceremony attended by more than 300 people.

San Diego County Water Authority

In 2018, Kenneth played a leading role in developing and executing the award-winning Brought to You by Water campaign for the San Diego County Water Authority. The public affairs campaign integrated media relations, community engagement, and creative design to highlight how safe, reliable water supplies support San Diego’s economy and quality of life. Kenneth helped deliver creative activations, including a countywide tour with an 8-foot-tall, branded beach ball and a custom coffee blend that was featured at 20+ community events. The campaign earned three awards from PRSA San Diego and the Association of California Water Agencies and concluded with 94% of surveyed San Diegans affirming that reliable water is essential to quality of life.
